They were not foolish due to the situation was not their fault, they themselves didn't actually do anything wrong, but they did get the perfect gifts for each other despite the twisted turn of events. Also Jim got the raw deal, Della's hair will grow back, but his watch won't.

I think they are foolish because they gave up what they value the most to get each other a gift. I think they should have talked to each other about getting each other a gift so they wouldn't do something foolish like get rid of there most sentimental thing.

Della and Jim are foolish. They're foolish because of the way they were thinking. Della didn't necessarily have to cut off all of her. Jim could have tried to buy something else for Della, or maybe he could have worked some more.
